Again and again there is a debate in public about the importance of art and culture in our society . Most recently, the minds boiled up during the lock-downs in the course of the Corona pandemic when many cultural workers worried about their naked survival.

Even after the covid pandemic and its restrictions, the challenges for art and cultural workers remain high. Increased costs, torn networks, changed priorities in large parts of society and ongoing multicises wherever you look.

The budget lock as a result of the burst budget of 2021 of the Federal Government also gives little good guessing cultural promotion

German Cultural Council states: Art and cult are elementary infrastructure

Art and culture play an important role in society, the German Cultural Council already positioned itself significantly in 2010 (see art and culture as a life nerve: statement by the German Cultural Council on Cultural Financing ) to finance cultural life in Germany.

Art and culture reflect on social discussions , offer space to deal with reality and go beyond everyday life. Art and culture are an expression of human life.

Protection and promotion of diversity of cultural forms of expression

The second German state report on the "Convention on Protection and Promotion of Diversity of Cultural Expressions" was presented with UNESCO . Since 2012, the federal, state, municipalities and civil society have taken a wide range of innovative and effective measures to promote the variety of cultural forms of expression in Germany. These efforts clearly show the commitment of all actors involved for this important concern (see diversity in Germany's art and cultural landscape ).

Prof. Dr. Verena Metze-Mangold , the then president of the German UNESCO Commission , emphasized the importance of promoting cultural diversity for a democratic society. She explained that diversity promotes creativity and innovation and that in times of progressive globalization the right to social design must be preserved.

In Germany in particular, we have a wide range of publicly funded cultural institutions and top -class international cultural offers. In addition to these institutions, citizens' initiatives also contribute to the fact that children and adolescents and people with little income have access to art and culture - an access that they often do not have. She emphasized:

It is important to continue to support and expand this diverse commitment to promote different cultural forms of expression. ”

Unfortunately, we do not have any figures that confirm this positive development beyond the past few years since the outbreak of Corona pandemic. However, it can be feared that services in this area could be shortened due to the economically challenging times.

UNESCO continues to proclaim: Culture Counts - Culture counts .

This message runs as a leitmotif through the entire cultural program of the organization. Protection and preservation of the cultural heritage, preservation and promotion of cultural diversity and the dialogue between cultures are among the main tasks.

UNESCO is the only organization in the United Nations system with a mandate in the cultural sector.

Art under purely economic view: cuts with serious consequences

Art, culture and cultural education play a crucial role in the life of each individual. Cultural education opens up new horizons and the opportunity to deal with art. It is an important factor for individual creativity and its own artistic work.

Although art, culture and cultural education are of great importance for everyone and society as a whole, these areas are repeatedly affected by budget cuts .

It is neglected that the support of art, culture and cultural education is not subsidies, but rather investments in the future . In view of the expected budget cuts to comply with debt brake compliance with the federal states and the financial difficulties of the municipalities, the German Cultural Council calls for measures to secure the cultural infrastructure at the federal, agricultural level .

Cultural council strengthens positioning: Culture is part of the critical infrastructure

In a public statement by the German Cultural Council on the draft of the Federal Ministry of the Interior and for home to the "draft of a law on the implementation of the CER directive and to strengthen the resilience of critical systems" (CRITISTACHT LECTION-CRITIS-DG), the Cultural Council renewed its position on the social importance of art and culture in August of this year.

The Critical Law is aimed at creating a uniform regulation to identify critical infrastructure in Germany. This includes the registration of operators of such institutions at the Federal Office for Population Protection and Disaster Aid (BBK) as well as risk analyzes and ratings to be carried out every four years in accordance with a legal regulation to be issued.

In the present draft of the Culture Act, culture is not explicitly mentioned as part of the critical infrastructure. It is only pointed out that the federal and state governments can take measures within the scope of their responsibilities in order to strengthen the sector's resistance.

However, the German Culture Council sees this change as a step backwards, as this could have an impact on the public status of culture and its institutions.

The maintenance of previous responsibilities, especially for the protection of cultural assets at the federal level, would also meet international law realities. Under the leadership of the BBK, institutions at the federal and state level implement the Hague Convention to protect cultural assets in armed conflicts by archiving (micro-clay) documents on German history in the long term.

However, this regulation should not only be maintained, but also to the long -term maintenance of digitized and genuinely digital cultural issues in the federal and state governments should be expanded in order to ensure future -oriented protection of the cultural heritage.
